
Vietnam Seeks Samsung AI Chip Design Partnership for Data, Telecom

During a visit to Samsung Electronics Vietnam Thai Nguyen Co., Ltd. in Thai Nguyen province on Sunday, Vietnam’s Minister of Public Security, Luong Tam Quang, urged South Korean tech giant Samsung to deepen its collaboration with his ministry to advance Vietnam’s security industry.
Quang also encouraged Samsung to develop a “smart task management” platform to integrate generative AI into government operations, alongside creating a digital asset trading platform and training personnel specialized in AI.
The minister highlighted key areas for cooperation, including technology transfer and support in AI-integrated chip design for data centers and telecommunications networks, as well as establishing semiconductor chip foundry production lines. He also inspired Samsung to develop a "smart task management" platform to integrate generative AI into government operations, to create a digital asset trading platform, and to train AI-specialized personnel.
Furthermore, Quang suggested that Vietnam’s National Data Center collaborate with the Ministry of Public Security in using high technology to help protect the country. Some extra initiatives are helping Vietnamese security industry companies to be more innovative and strengthening workforce skills related to technology. For the near future, the ministry wants to form a research center for science and technology focused on security.

Minister Quang affirmed that the Ministry of Public Security will ensure safety and security for Samsung’s operations in Vietnam and stands ready to support and create favorable conditions for the company’s effective and successful investment.
According to Na Ki Hong, Samsung Vietnam’s general director, the company makes and sends over 50% of its smartphones from Vietnam to 128 countries and territories.
Samsung, the nation’s main foreign investor, has accumulated over $23.3 billion here by the end of 2024, and their 2025 plans involve putting in an additional $1 billion. This company is the country’s number one exporter, with a windfall of $62.5 billion from its operations last year, most of this revenue being export sales at $54.4 billion. There are 306 local vendors as part of Samsung Vietnam’s ecosystem.
But at the same time, the four primary Samsung Electronics Vietnam factories reported only KRW966 billion ($689.4 million) in profit in Q1 2023, a 39% year-on-year fall, which is the record low for the first quarter since 2016 according to the company’s Q1 financials.
